Did Modi Govt build 1.3 crore houses in 4 years and UPA 25 Lakh in 10 years?

Did Narendra Modi led NDA Govt build 1.3 crore houses in 4 years, and Manmohan Singh led UPA Govt just 25 Lakh in 10 years? | A fact check.

Speaking after the foundation stone laying ceremony of the extension of the terminal building at Surat Airport, yesterday, the Prime Minister of India Mr. Narendra Modi said,

His government built 1.30 crore houses during the last four years of the NDA rule while the Congress-led United Progressive Alliance (UPA) built 25 lakh houses over a decade (10 years).

After reading the news report, the above claim seemed a repetition. Did Mr. Narendra Modi made a similar statement (though much different) in the past?

Actually, a slightly different version of the above statement, was made by the PM during the run-up to the 2014 Lok Sabha Elections; and the following version as late as 2016, 2018. At that time he said,

The UPA government built only 25 lakh houses in its last four years (4 years), against 1.25 crore houses built by the present NDA government.

So which of the two statements about housing made by Mr. Modi is correct?

 

What the Prime Minister of India said yesterday and before has one number in common — 25 Lakh houses. In one version he says 25 Lakh houses were built by UPA in 4 years; and then in another version he says 25 Lakh houses were built by the UPA in 10 years.

So what is true?

After a little fact check, the numbers below seemed the correct numbers.

  • The Congress led UPA government built almost 25 lakh houses per year between 2004 and 2013.
  • As per the Comptroller and Auditor General’s report of 2014, quoted by various news reports in the past, the UPA government constructed 1.28 crore houses during 2008-2013 (5 years)”
  • Under the Indira Awas Yojana, between 2004 and 2013(10 years), during UPA government, 2.24 crore houses were constructed.
  • The Rajiv Awas Yojana, launched in 2013, saw construction of 1.17 lakh houses in one year.

The above numbers about UPA Government’s tenure match about 53 percent with the numbers in CAG’s report. It seems reasonable as CAG was referring to just 4 years period.

But if the time duration is extended to 10 years of Congress led UPA Government then even 2.4 crore houses built during 2004-2013 looks possible. It is about 25 Lakh houses per year.

To conclude, who is misleading people and who is telling the truth is for the reader to decide, but it seems that the UPA Government did built 25 Lakh houses per year from 2004 to 2013.

Thus Modi led NDA Government and the Manmohan Singh led UPA Government are making about the same number of houses per year (around 25 Lakh). The situation does not seem to be what the present Prime Minister is portraying.

Although if you read these numbers then the present Modi led NDA Government might have built less than 1 crore houses in 5 years.
